Dr. Hatem Fathy Amer: A Diplomat of Health and Humanitarian Action

Dr. Hatem Amer serves as the Associate Minister for International Relations at Egypt’s Ministry of Health and Population, where he orchestrates the nation’s global health diplomacy, international cooperation, and strategic partnerships. With a career spanning over 12 years in healthcare and foreign relations, Dr. Amer has emerged as a key voice advocating for health equity, solidarity, and shared responsibility on the world stage, positioning Egypt as a crucial bridge between the Global North and Global South on critical health policy and humanitarian action issues.

 

In his role, Dr. Amer leads Egypt’s engagement with a vast network of governments, international organizations, and development partners. He is a central figure in high-level international forums, including “the World Health Assembly, the United Nations General Assembly, and the G20 Health Working Group, and African Union working groups”, addressing challenges such as pandemic preparedness, noncommunicable diseases, and antimicrobial resistance. His leadership reflects Egypt’s commitment to the principle that "healthcare is not a privilege for some, but a right for all."

 

A hallmark of his tenure has been his unwavering focus on the health of people in vulnerable situations. He spearheaded Egypt’s landmark initiative, “Global Health Equity: A Shared Responsibility in Addressing NCDs for All, including Migrants and Refugees.” This effort culminated in a WHA78 side event co-sponsored by over 30 Member States and major international agencies, leading to the development of a proposed World Health Assembly resolution on integrating NCDs into humanitarian and migration contexts, an unprecedented global step. This focus is reinforced by national efforts, under which he has led initiatives that improve access to essential healthcare services for more than 10 million refugees and migrants residing across Egypt.

 

Domestically, he also holds important governance roles, serving as a member of the National Human Rights Committee, Board Member of the National Human Trafficking Victims Assistance Fund, and contributing to the National Anti-Corruption Strategy Implementation Committee, ensuring good governance in health delivery.

 

Dr. Amer’s extensive multidisciplinary background, which includes degrees in Pharmacy and Biotechnology from the German University in Cairo – GUC, as well as Law, provides a unique foundation for his diplomatic work. He has further honed his leadership and global governance expertise through advanced training at prestigious institutions, including Lee Kuan Yew School of Public Policy, Harvard Medical School, and the Thunderbird School of Global Management, and the Singapore Civil Service College.

 

He is an alumnus of both the USA's prestigious International Visitor Leadership Program (IVLP) and Austria's Leadership Programs (ALPs). Fluent in Arabic, English, and French, and a recognized speaker at international forums like the World Youth Forum and TEDx, Dr. Amer embodies a strategic blend of policy, diplomacy, and medical expertise, dedicated to ensuring that Egypt’s national health commitment translates into global solidarity and resilient health systems for all.
